Current SUBTEL Regulation
Dear customer,
The Telecommunications Undersecretary (SUBTEL) has issued new regulations establishing specific numbering blocks for mass text messaging and automated call services. This measure strengthens transparency and protects users' rights.
Exempt Resolutions N° 1,319 (8-OCT-2004), N° 286 (13-FEB-2025), N° 900 (17-JUN-2025) and Circular Letter N° 575 define two categories:

The regulation is effective as of August 13, 2025. From that date, all mass communications must use the corresponding numbering blocks.
We already hold the official assignment of all numbering ranges defined by SUBTEL:
You may continue using short numbers (4 digits) or 44 XXX XX XX for:
Communications that allow your customer to perform actions they explicitly requested, such as two-factor authentication, validation codes, etc.
Extrajudicial debt collection: As of May 13, 2025, extrajudicial debt collection calls are no longer required to use 600 or 809 prefixes. The Supreme Court (ruling of March 5, 2026) established that these communications differ from spam or advertising, as they are direct calls to a specific debtor. Financial services companies may therefore conduct collection calls without distinctive prefixes.
